The caption was talking about the person who raised their hand to conduct the whole thing. There wasn't only one person who raised their hand to conduct. Several other people were also seen doing the same thing in the video. (The movements are different according to the signs these people send)
From this, you can see that the Itaewon tragedy was planned and carried out by a group of people. Itaewon has always been that crowded during the Halloween season every year, I'm saying this from my experience visiting Itaewon a few years ago. But I have never seen anyone planning and pushing people on purpose like that. The strange thing is that there was a protest against the Democratic Party that happened near the alley right on the day Itaewon was crowded with people celebrating Halloween (It was even more crowded because of the group of people protesting). It's also very suspicious that after the accident was reported on the news, there were more posts and comments criticizing the government and the president instead of expressing griefs and mourning for the victims of the accident.
