The Ministry of Justice requested for felons to be put in a facility under their jurisdiction, wear electronic anklets, and be watched for 24 hours. Fortunately, the court accepted the request for an additional arrest warrant. They questioned Kim Geunsik personally before the warrant was issued and he admitted the crime he committed in 2006.

A warrant was issued for him because after destroying evidence, he has the potential to commit another crime. Therefore, issuing another arrest warrant right before he was released from prison was a really smart move.
If Kim Geunsik is found guilty, he could be sentenced to up to another 15 years in prison because he's a child sex offender. That means he will be released in 2037, he will be 69 years old by then. What's more amazing is that if the request that Minister Han Dong-hoon mentioned previously was granted, Kim Geunsik will be detained in a psychiatric hospital once he's out of prison in the future.
