Kim Geunsik served 15 years in prison for sexually assaulting 12 minors in a row. 

Just one day before he was released from prison, an arrest warrant was sought for another sexual assault on a minor. 3 hours after being interrogated, a warrant was issued. 

The last victim was sexually assaulted by Kim Geunsik in 2006. At the time, the victim had already become a legal adult. After hearing news of Kim Geunsik's sexual crimes in the media, she recognized him as the perpetrator who molested her back when she was 13 years old. She proceeded to report him in 2020 and an investigation was carried out after that. 

The prosecution demanded for the police to conduct two additional investigations. They analyzed the evidence thoroughly before Kim Geunsik was released from prison. They already had secured the evidence that could prove the allegations clearly. The investigation was completed in July 2022. 

Justice Minister Han Donghoon claims that there is a high risk of recidivism among child sex offenders after being released from prison. To prevent that, he announced the revision of Treatment and Care Act.

Child sex offenders are going to be put in psychiatric hospitals right after being released from prison so that they can continue to get treatment. Besides, it also helps to isolate them from society to prevent recidivism. 

Even if someone is a felon, they will be guaranteed of freedom of residence and relocation once they're out of prison. The Ministry of Justice requested for felons to be put in a facility under their jurisdiction, wear electronic anklets, and be watched for 24 hours. Fortunately, the court accepted the request for an additional arrest warrant. They questioned Kim Geunsik personally before the warrant was issued and he admitted the crime he committed in 2006. 

Kim Geunsik's crime is really serious. Not to mention that he's a habitual criminal. His residence after being released from prison is unclear, therefore he has a high possibility to escape. A warrant was issued for him because after destroying evidence, he has the potential to commit another crime. Therefore, issuing another arrest warrant right before he was released from prison was a really smart move. 

If Kim Geunsik is found guilty, he could be sentenced to up to another 15 years in prison because he's a child sex offender. That means he will be released in 2037, he will be 69 years old by then. What's more amazing is that if the request that Minister Han Dong-hoon mentioned previously was granted, Kim Geunsik will be detained in a psychiatric hospital once he's out of prison in the future.
